Fall Seminar:  Accessibility in California Healthcare Facilities

Earn 2.0 Hours continuing Education Credit for Architects, Building Officials and CASp Certification Renewal

This seminar will provide in-depth discussion and case-study analysis of accessibility standards at ‘Medical Facilities’. The code analysis will be illustrated with photographs and floor plans of actual case study projects / situations. The topics covered will include: 

1) Accessibility compliance in both Hospitals and Medical Office Buildings

2) 2013 CBC Standards, 2010 ADA Standards

3) CBC 11B-805 “Medical Facilities”

4) Discussion of OSHPD Jurisdiction vs. Local Jurisdiction

5) OSHPD Interpretations (Code Application Notice 2-11B)

6) Case Studies of Actual Medical Facilities (both Hospital and Office Buildings)

7) Discussion of Alterations and ‘Path of Travel’ obligations w/ Case Study examples

8) Barrier Removal Work

9) Miscellaneous Topics: Bedpan Flushers, Specimen Pass-thru doors, Exam Rooms, Passenger Loading Zones, Signage, Medical Equipment, Ambulance Drop-off Areas, Parking Requirements

Speakers: Bill Zellmer Architect, CASp and Kaylan Dunlap CASp

Bill Zellmer is a California licensed architect (1987) and Certified access Specialist (2010) formerly a plan reviewer at OSHPD, and currently working for Sutter Healthcare as their in-house accessibility expert.

Mr. Zellmer spent 13 years as a Senior Architect at OSHPD as a plan reviewer in which he reviewed thousands of hospital projects for code compliance, specifically including the accessibility compliance requirements of Chapter 11B of the CBC.  During his tenure at OSHPD, Mr. Zellmer also worked in the ‘Codes and Regulations Unit’ where he helped draft OSHPD’s official document interpreting Chapter 11B – Accessibility, as it relates to hospitals, and served as OSHPD’s representative to the California Building Standards Commission.

Kaylan Dunlap has served the role as Accessibility Specialist specializing in Healthcare with Evan Terry Associates, P.C. (ETA) for the past eleven years. She is a Licensed Physical Therapist Assistant with over 9 years of healthcare experience in the outpatient rehabilitation and acute care settings, where she was involved with patient care and program development for breast cancer patients and student athletes. Her primary responsibilities with ETA include project management, surveying facilities to identify barriers, preparing reports, quality assurance, project coordination, code analysis, surveyor training, survey form development, and seminars for organizations such as Sutter Health, Kaiser Permanente, CVS, Sears/Kmart, Pacific Gas & Electric, J. Paul Getty Museums, America’s Best, the Office of Compliance (OOC) and other clients that wish to remain anonymous. Kaylan became a Certified Access Specialist (CASp) in the State of California in 2011 and served on the United States Access Board’s Advisory Committee on Standards for Medical Diagnostic Equipment.
